Merge Base and Spring-Starter Modules

Because every application that implemented the IDS Framework is using Spring, the Base and Spring-Starter modules will be merged for simplicity. This means future Versions of the IDS Framework will specifically aim for development of IDS Connectors using the Spring Framework.
