Resolve "relative imports in jax_tools"

Closes #39 (closed). Put brax_sys import into only the fns where it's needed. Make relative imports from solver, requiring the tests to be run as python -m opt_tools.solvers.test_... but otherwise tests passing in encoder_dynamics.
