Resolve mismatch in channel configuration for inactive devices (for ns-3.34+)
Starting with ns-3.34, a channel configuration check was introduced in where a unique channel can be created based on number, frequency and width. Currently the node lifecycle (reuse of nodes which left the simulation) will switch inactive nodes to channel 44 but claims a 802.11p configuration resulting in the following runtime error during setup of nodes:
terminate called after throwing an instance of 'std::runtime_error'
what(): WifiPhyOperatingChannel: No unique channel found given the specified criteria
Switch to 802.11p channel 172 @ 5860 MHz instead.
