Adds support for legacy compiler
gcc-linaro-4.9-2015.02-3-x86_64_arm-linux-gnueabihf

To compile using this compiler instead on ARMv7 systems supply
COMPILE_LEGACY=y to make.

Update toolchain urls to 5.3-2016.05, which has support of ARMv8.1 arch
features, enabled by default on some setups with linux kernel v4.9 (rpi3)

In some cases we've seen errors in Travis saying that it fails to
download the toolchain due to a bad signature. To prevent that from
happening we're only downloading using standard http instead of https.

This is the first commit containing helper makefiles to be able to build
OP-TEE easily regardless of previous knowledge of OP-TEE.

To use this particular git and the makefiles, you should have installed
the environment according to the instructions at:
  https://github.com/OP-TEE/manifest/blob/master/README.md



In this commit there are support for building OP-TEE for:
 - QEMU (default)
 - FVP
 - Hikey

More targets will be added later on.
