This builder projects the finer data from the input file onto a coarser grid defined by the cells keyword

This builder only needs to move all the data to the base class and resize the radii vector if required

This class only needs to compute the cell positions based on the number of cells in each direction and move the data from the struct to the base class.
Also handles the case where nRadii == 1 and adds the required number

Lattice builder base class now stores the base data required to build the lattice. Extra data is handled by derived classes

Added structs which store data specific to the type of lattice. These are handled by seperate builder implimentations

Moved function decls to cpp file
Using error codes now. errors can be dumped.
Calculation of cell positions and cell radii no longer handled by this class. ONLY reads available data
Added more bools to track what data is read
