Fix python imports in SConscripts

Remove and/or simplify most remaining SENFSCons stuff

Clean up all file-defines and remove all tabs

Scheduler: Fix documentation (main page)
Socket/Protocols: return ClockService::clock_type from timestamp()
Add 'Scheduler' library dependency to every user of the 'Socket' library

Changed all exceptions to inherit from senf::Exception
Replaced all throwErrno() calls with throw SystemException()

Socket: Move protocol into the socket body (as private base class) and allow non-const protocol access
