Fix python imports in SConscripts

Remove and/or simplify most remaining SENFSCons stuff

Scheduler: Fix documentation (main page)
Socket/Protocols: return ClockService::clock_type from timestamp()
Add 'Scheduler' library dependency to every user of the 'Socket' library

Provide additional include files for socket protocols
Socket: Change UDP socket handle to bind instead of connect if given an address argument.
